The wonderful part about this place is that it can be flexible because it's not tied to Namco. Tales.namco.com no longer exists so we can improve upon this place by expanding our tolerance for piracy. k well from what I've heard, let me just say this.

If someone asks if they should buy a game, and you tell them to get it illicitly, I'm going to ban you. That's not a discussion of piracy, it's simply promoting it. Go ahead and talk about it. Tell people what to Google or what sites you like to use to search for roms and whatnot. Just don't assume that everyone is willing to pirate everything.
