100 floor dungeon? No idea what that is. If you're talking about Niflheim/Forbidden Anamnesis, that has nothing to do with the Tower. And yes you can progress.

You have to clear the Tower, as in complete the story stuff there. Then you can trigger Shining Bind in any fight, anywhere.

I think you need to go through the final door at Vinheim for those, turn around immediately and then try to trigger those again.
They should work at that point.

Both Regal and Presea need to be level 80 and you can only get those items after going through the big doors and viewing the scene before the warp to the final boss in Vinheim.
