Good lord that fellow is annoying. That mod is pretty underwhelming, it's just different behaviour for NPCs, really. Carmageddon is definitely funnier than spontaneously exploding vehicles, I'm convinced that the mod is just buggy or something because there's no reason for that to happen.
I'm a picky bastard when it comes to mods anyway, so many of them are superficial and don't really create new gameplay opportunities. That's why I liked Criken's Carmageddon video, because he made up little games like picking spots in the street and seeing who will be left alive. That's emergent gameplay in a nutshell.
